This annex defines a reference methodology for measuring the operational performance of Constitutional Execution Infrastructure (CEI). The objective is to enable repeatable, implementation-independent benchmarking using consistent workloads and metrics.
| Category | Description |
|---|---|
| Decision Latency | Time from request admission to governance decision. |
| Ledger Write | Time required to persist immutable events. |
| Replay | Events reconstructed per second. |
| Projection Rebuild | Time to regenerate read models. |
| API Throughput | Governed requests processed per second. |
| Metric | Unit |
|---|---|
| Average Decision Latency | Milliseconds |
| P95 Decision Latency | Milliseconds |
| Replay Rate | Events/Second |
| Projection Rate | Events/Second |
| Throughput | Requests/Second |

Benchmark reports should include workload description, configuration, software version, policy version, observed metrics, and any assumptions or limitations affecting interpretation.
This annex establishes a common framework for comparing CEI implementations while encouraging transparent and reproducible performance reporting.
